Attachments can be clothing, hair, etc?

I’m curious about how attachments operate, not sure if they can be rigged meshes so I can make shirts, pants, shoes, hair, etc…

Yes they can be rigged.
It’s how I wear my boots and hat.

You have to export the mesh together with the armature as fbx. Then attach them to a joint and set them as ‘is soft’.
Easiest way to attach is using a script. I use this one.
